The Official Constitution of the Cosmic Islands
Preamble
We, the Nations of the Cosmic Islands, in order to ensure justice, unity and fraternity among our nations, protect our freedoms and rights, grant safety and peace to our nations, and promote development, do hereby establish the Constitution of the Cosmic Islands
Article I: Citizenship
1. Citizenship shall be granted to all WA member nation-residents of the Cosmic Islands. Non-WA nation-residents that are not sub-national divisions of other nation-residents shall also be granted citizenship.
1.1. Non-WA nation-residents that are sub-national divisions of other nation-residents must be registered in order to be given the rights and protection of the Cosmic Islands.
Article II: The Executive
2. The authority of the Head of Region shall be vested in the Founding Nation of the Cosmic Islands, the United Islands of Morlago. He shall hold the office for life, and it shall be his duty to appoint a successor of his choosing.
2.1. In the event of the sudden extinction of the Founding Nation before a successor has been chosen, the WA Delegate shall receive the title of Head of Region, its duties and its responsibilities.
2.2. The official title of the Head of Region shall be President.
2.3. The duties of the President shall be to act as Commander-in-Chief of the Cosmic Defense Army (CDA), to appoint the Ministers of the Departments, to eject and/or ban nation-residents at his discretion, to make treaties and alliances, provided that three-fifths of the Assembly of Nations and the Council of Ten agree, to assemble the Grand Council at his pleasure, to veto actions of the Grand Council at his pleasure, and to declare war on the purpose of defense for the Cosmic Islands and its allied regions.
2.4. The WA Delegate shall act as the Vice-President and shall be elected through the endorsement process of NationStates and in accordance with the related laws set forth by the Grand Council.
2.4.1. Any nation that is not a WA member shall not be eligible for the post of WA Delegate.
2.4.2. The duties of the WA Delegate shall be to vote on WA resolutions according to the opinion of the majority of citizens of the Cosmic Islands, to assist the President on matters at the President's need, to act as Head Emissary, in charge of maintaining and recording all foreign relations of the Cosmic Islands, and other duties as set forth by the Grand Council.
2.5. The Ministers of the following Departments shall be appointed by the President and shall perform their duties as stated below as well as other duties assigned by the President and/or the Grand Council. They shall have the power to appoint deputies to assist them in their duties.
2.5.1. The Minister of Immigration, with the responsibility to seek new nations and recruit them to join and participate in the Cosmic Islands.
2.5.2. The Minister of Education, with the responsibility to teach and educate nations on the customs and traditions of the Cosmic Islands and NationStates
2.5.3. The Minister of Labor, with the responsibility to provide jobs for the citizens of the Cosmic Islands with the intent to develop the region, provided approval from the President is given
2.5.4 The Minister of Finance, with the responsibility to maintain the economy of the Cosmic Islands and provide ways of ensuring an income for the Cosmic Reserve
2.6. Other officials may be appointed by the President and the Grand Council, including, but not limited to, the following, none of whom shall have a seat in the Grand Council:
2.6.1. The Registrar-General, with the responsibility of maintaining all official documents, including the Constitution and Statutes of the Cosmic Islands.
2.6.2. The Cartographer-General, with the responsibility of maintaining the map of the Cosmic Islands.
Article III: The Legislative
3. The Legislative authority of the Cosmic Islands shall be vested in the Grand Council of the Cosmic Islands.
3.1. The Grand Council shall be bicameral legislature consisting of the Council of Ten and the Assembly of Nations.
3.1.1. The Council of Ten shall be comprised of the President, the WA Delegate, the Ministers of the Departments and four Senators elected by the citizens of the Cosmic Islands.
3.1.2. The Assembly of Nations shall be comprised of the WA Delegate and 15 Nation Representatives nations elected by the citizens of the Cosmic Islands.
3.2. Senators shall be elected for a term of six months, two each to be elected on the seventh day of January, April, July and October. Elections shall include one week of nomination and campaigning, after which nominations are closed and followed by one week of voting. All citizen nations of the Cosmic Islands shall have the right to vote.
3.3. Nation Representatives shall be elected for a term of four months, five each on the seventh day of January, March, May, July, September and November. Elections shall include one week of nomination and campaigning, after which nominations are closed and followed by one week of voting. All citizen nations of the Cosmic Islands shall have the right to vote.
3.4. The Grand Council shall have the power to propose and approve statues for better governance and development of the Cosmic Islands, and to ratify treaties and alliances.
3.5. Statutes and legislations of the Grand Council shall first be passed in the Assembly of Nations with a quorum of ten members, after which shall be passed onto the Council of Ten, which require a quorum of six members in order for the statute or legislation to become legal.
Article IV: The Judicial
4. The Judicial authority shall be vested in the Supreme Court of the Cosmic Islands.
4.1. The Supreme Court shall consist of the President, the WA Delegate, the Senators and six Nation Representatives randomly chosen by the President.
4.2. The duties of the Supreme Court shall be to hold trials on nations-residents for violation of Cosmic Islands law, to come with a verdict on the defendant, to determine the punishment if the defendant is found guilty, in accordance with regulations as set forth by the Grand Council, and to accept or reject appeals on such trials.
4.3. The defendant(s) shall have the right to consult a licensed attorney of his/her choice for his/her defense. However, the attorney has the right to refuse to provide legal consultation.
4.4. The defendant may appeal no more than three times. If accepted, a new trial shall be opened, and the final judgment shall be given in the third appeal. Rejected appeals shall not be counted as part of the three chances for appeal.
Article V: The Cosmic Defense Army
5. The Cosmic Defense Army (CDA) is military branch of the Cosmic Islands.
5.1. The objective of the CDA is to defend the Cosmic Islands and other friendly or allied regions from aggressive nations.
5.2. Authority of the CDA shall be given to the Commander-in-Chief, the President. The Grand Council may intervene only in the following situations:
5.2.1. Arranging new posts for the CDA
5.2.2. Making new titles and awards for CDA members
5.2.3. Expelling a CDA member
Article VI: The Bill of Rights
6. The following are considered the inalienable rights of all Cosmic Islands nation-residents:
6.1. Self-government - No clause in this constitution shall affect or intervene the inner workings of a nation-resident of the Cosmic Islands.
6.2. Multiple citizenships - All nation-residents of Cosmic Islands shall have the right of obtaining and hold more than one citizenship.
6.3. Freedom of speech - All nation-residents of Cosmic Islands shall have the freedom of speech, but in accordance with the NationStates rules of ettiquette:
6.3.1. No obscene, defamatory, malicious, threatening, illegal or spam text or images shall be posted or sent to other nations, both on NationStates and in the Cosmic Islands;
6.3.2. "Griefing", or the practice of annoying, upseting or angering other nations on purpose, shall be prohibited.
6.3.4 If a nation has been found to break any or both of the two rules above, he/she shall be reported to the Moderators of NationStates (if the law is broken on NationStates) and shall be subjected to a mandatory ban of a minimum of 24 hours from the Cosmic Islands.
6.4. Freedom from invasion - No nation shall seize control of the nations of another player, and all nations have the right to be protected from such behaviour. If any nation is found to have performed such practices, he/she shall be reported to the Moderators of NationStates and banned from the Cosmic Islands for a minimum of one month.
